Horner Park Advisory Council
Meeting Minutes

President Larry Brown called the meeting to order at 7:10 PM, the meeting was held at a second floor meeting room of the Horner Park field house. A quorum was determined to be present.

Election of Officers

The slate of candidates proposed by the Nominating Committee at the September meeting was submitted and approved unanimously as follows:

  • President: Peter Schlossman
  • Vice President: Larry Brown
  • Treasurer: Kevin Anderson
  • Co Secretary: John Bernbom
  • Co secretary: Lisa Cleveland

Upon completion of the election, Peter Schlossman chaired the meeting and John Bernbom served as Secretary.

John Lyman recommended that the new officers take steps to assure access to e-mail, Paypal and related matters. Peter Schlossman will arrange a meeting of the co secretaries and other board members with Michael Holm.

Approval of Minutes

The minutes of the September meeting were unanimously approved.

Report of the Treasurer

Total funds = 23,562.46 in the following accounts checking 5528.49, savings 14144.53, Paypal 3889.44. All accounts are consistent with Quickbooks records. Report of the treasurer was unanimously approved.

Flagpole Project

The Ceriale Memorial status was discussed.

Overview Construction now about 80% complete. Boulder and plaque to be installed when grass present (a matter of weeks).

Turn-over to CPD To be formally accomplished by letter to CPD leadership after an on-site meeting. The vision of HPAC will be clearly stated (per Larry Brown) as well as the HPAC commitment to ADA standards. HPAC expectations regarding maintenance, upkeep and improvements will be included.

Dedication ceremony Targeted prior to month end or in spring; availability of family and police personnel are variables.

Budget Hearings

Horner Park hosted the CPD budget hearings with a very positive response from CPD leadership. Superintendent Mitchell and President Traubert expressed praise for the Horner Park operation. HPAC sponsorship of hospitality for the event was appreciated. Tom Mc Manamon stated the need to restore personnel for park service, and promoted the riverfront issue.

Park Briefs

Horner Park: The Pumpkin Patch event was very successful. Park classes continue to be very well subscribed. A major tumbling event is in the planning stage. The park is seeking to meet the needs of the local home schooling network. New drinking water fountains to be installed, interior and exterior. Elevators under construction. Park flyers to be provided to HPAC for distribution. Baseball Association will be asked for a financial report – through Tom McManamon. Discussion of expectations that the association will give back to the park for the use of public assets.

Ravenswood Manor Park: Maintenance issues discussed.

Jacob Park: Importance of working with Jacobs Playlot neighbors discussed. Discussion of meeting on October 10. $100 check to be sent. Discussion of transfer of adjacent property from CTA to CPD as additional green space for the 47th ward. Report to be forwarded to Nate Hutcheson.

Buffalo Park: Graffiti removal discussed with further removal needed (sign).

Sunken Garden Park: Outreach to Ravenswood Gardens Homeowners group discussed. Weed removal and general maintenance reported. History of Sunken gardens on YouTube. Further promotion encouraged.

Concert Committee: Plan to meet earlier than January. Closer work through CPD, with CPD as clear sponsor. Purchase of insurance is planned.

John O’Connell reported that the schedule is nearly set and the expected budget, including liability is $8800. Tom McManamon is working to acquire either free or reduced price movies.

Garden Committee: No report.

Web Site Committee: Meeting to be scheduled per suggestion of John Lyman. (Note: meeting held on 10/21)

Volunteer Committee: No report.

Other Business: Riverfront initiative to be given high priority. Bylaws to be reviewed by new board. Tom McManamon asked for suggestions regarding money raising projects. The meeting adjourned at 9:00 PM.

The next regular HPAC meeting will be held Monday November 1at 7:00 PM at the Horner Park Fieldhouse.
