Meeting Minutes

Larry Brown – President, presiding, called the meeting to order at 7:10 PM. Peter Schlossman acted as Secretary for this meeting. See roster below for attendance.

Previous Minutes: The minutes of the April 2010 meeting were approved with two comments noted.

Treasurer’s Report: The following funds are in HPAC accounts: Checking: $6,406, Savings: $12,320, Paypal: $3,763. Total = $22,490

The bank balances are reconciled with HPAC books.

Larry Brown requested that restricted funds and Deaf and Hard Of Hearing funds be separated for bookkeeping purposes. An IRS 990 form for exemption of income tax needs to be filed.

John Lyman and Kevin Anderson are researching alternative banks that will support HPAC efforts.

Council Business: Elections of officers is held on October. A slate of candidates is needed by September’s meeting. A nominating committee needs to be organized. Peter Schlossman & John O’Connell agreed to sit in the committee.

Announcements: Annual Earth Day clean up activities and park maintenance were held April 17. River Day is May 8. Friends of the Parks quarterly advisory meeting is scheduled for May 25.

The Chicago Park District elected a new president named Dr. Brian Traubert.

Concert Committee: Contracts for performers are in progress. John O’Connell is collecting bios for publication. The brochure is being sent to Judy Malloy May 15. There are 85 subscribers and 49 ads sold to date this year. Approximately $10,000 of revenue has been raised so far. Permits and port-a-potty requests have been sent to Tom.

Garden Committee: There is no paid gardener this year. Susie Novak did not apply for the position. HPAC should consider seeking out seniors, Earth Team, Manor Garden Club to volunteer to assist in the gardening effort. HPAC should consider posting a notice on bulletin boards and an email to the garden committee to find a committee chair and coordinate raising funds. John O’Connell weeded the planters at Buffalo Park and did some trimming at Ravenswood Manor Park.

Web Site: Names and addresses from the sign-in sheet at the Doggie Easter Egg Hunt were added to the email roster. The committee is working on brand images for email blasts in the future.

Volunteer Committee: No report.

Park Briefs:

Horner Park: Horner Park North West Little League (formerly Horner Park Baseball Association) has been dragging the infields to maintain them. Someone inquired whether a garbage can could be placed inside the tennis court fence. The garbage can must be placed outside the fence and along a path.

Day Camps were expanded this year. There are 27 slots left out of 120 total available.

Ravenswood Manor Park: The planter north of Eastwood was moved to the center of the open grassy area. John O’Connell removed graffiti on park benches recently. The ruts in the Manor St. parkway were filled and grass was reseeded recently.

Jacob Park: HPAC will consider advocating that the CTA property be leased to CPD. Colleen Gallagher stated that maintenance of the additional park area is a concern for CPD. HPAC to consider asking NeighborSpace to partner in maintaining the area.

Buffalo Park: John O’Connell and Susie Novak cleaned Buffalo Park recently. Tom McManamon put in an order for a new sign.

Sunken Garden Park: A work order for a broken bench was submitted by Tom McManamon.

Other business: HPAC inquired again about liability of advisory councils for events and activities in Chicago Parks. Colleen Gallagher had not heard anything further in terms of a response from CPD on the subject. HPAC inquired about the surplus funds raised for the Buffalo Park project that CPD is holding. No response was given regarding the status of those funds. HPAC will follow up to ensure that the funds are properly allocated to parks within HPAC’s area.

Flagpole Project: A permit was granted to “install a flagpole, memorial stone and two benches”. The paths and gravel were not included in the permit. Coleen Gallagher will clarify if gravel and edging can be added, but she is confident that it was specifically excluded by CPD. HPAC inquired as to what exhibits were included in the permit. Christy Webber’s quotation includes soil removal and replacement, which may have been for the purpose of grading only. HPAC expressed concern that if the scope of the project is reduced to exclude gravel base then funders may be upset, and pedestrians wouldn’t have a proper walking surface. Lisa Cleveland attended a recent CPD board meeting and spoke in support of the project.

Vegetable Garden committee: The committee is considering Clark Park as a location for the vegetable garden at CPD’s request. HPAC would like to see the vegetable garden placed in Horner Park instead.

New Business: John O’Connell reported that Chad Obermiller from Congressman Quigley’s office discussed the riverbank initiative with Tim Mitchell and Tim King. Funding is expected to be 2/3 Federal: 1/3 CPD. CPD is committed to the project if it is funded. There is language included in an appropriation bill.

The next regular HPAC meeting will be held Monday, June 7 at 7:30 PM at Jacobs Playlot.
